Staff:	Welcome to Doctor When?, a Doctor Who Rp site. This site is based on an 'adjacent' universe to the Doctor's original one, where the Time Lords beat the Daleks and Cybermen - meaning Time Lords are still alive and kickin'. Currently the Time Lords are suffering some sort of abnormality - slowly halting the beating of their second heart; therefore ending their ability to regenerate.
