With all of the alien interferences occurring on planet Earth, it was only a matter of time before someone noticed that there were people walking among them who didn't really belong.

Whitechapel

The year was 1888 in Whitechapel, known best as one of the worst parts of London, and a young Detective had been put on the case known to the world as the case of "Jack the Ripper." In a short amount of time, five women were murdered, and all in the same terribly gruesome manner. With the death of the victims came the Carving of Whitechapel. Everyone theorized about who could be behind such malicious attacks, until a man was arrested. This man was Orion Peters, a seemingly normal musician of 'The Ten Bells' who was acquainted with each of the women that had been killed. The last victim, Mary Jane Kelly, better known to her customers and friends as 'Ginger' had been his girlfriend, and when he was found in her home by the landlord's assistant, everyone was sure that he was behind each and every one of the killings. They didn't know that Orion Peters wasn't just a simple musician, but a Time Lord by the name of Ajax hiding from the High Council of Gallifrey.

The man who was truly behind the murders was, in fact, a different alien known as a Juwessasashanav (a type of creature that feeds of off the energy emitted by others during intense emotions.) This particular Juwessasashanav, who had taken the human name 'Oliver Hainsworth' had an addiction to fear. This addiction was what pushed him over the edge, forcing him to murder the five women, the last of which had been carrying Orion's fob watch.

Only the lead Detective on the case discovered the true nature of the terrible plot of Jack the Ripper. He saw the beast that Oliver Hainsworth truly was, and he also saw him disappear before his very eyes when he was teleported away by the space police. More importantly, he saw the faces of a certain Doctor, Rose Tyler, and Aoife Paisley, and Orion Peters (better known as Ajax.) With his knowledge of creatures from beyond this world, he set the foundation for what would be later known as Whitechapel, a name that was a constant reminder of the fear that had filled the citizens of England during the year of 1888.

The Detective set out with the ideals of any secret society: to trust no one, suspect everyone, and protect the earth through any means necessary. His organization lives on, with his ideals still in place. Whitechapel specializes in the identification and abduction of suspected aliens. One of Whitechapel's main goals in kidnapping aliens is to acquire their advanced technology, which they use and replicate for themselves. They care only about the protection of the planet, and have pledged to do anything to stop the slow alien invasion they think is occurring on Earth soil. Hundreds of people go missing every year because they are suspected to be aliens or to have interacted with aliens at some point in time. Some of those abducted that are proven innocent turn up years later with no memory of what has transpired in the years in which they were gone. The aliens that are captured, however, are never released. They are doomed to be experimented upon either while they are alive or as cadavers.

For a hundred years, Whitechapel's policy has been to shoot first and ask questions later. In recent years, their existence as a secret organization has been exposed, and now they have taken a less direct approach in apprehending their suspects. Usual procedure involves Whitechapel Agents staking out a specific alien, following them around until they have a shred of evidence that they don't belong, which is quickly taken back to headquarters and handed over to the military squadrons, that act quickly and efficiently to either kidnap their target or neutralize them as a threat.

I.O.

The years worth of missing peoples cases that simply disappeared from existence, just as the victims had, did not go unnoticed by a certain Detective of Scotland Yard. Detective Paisley took it upon himself to investigate these disappearances, and with his discovery of Whitechapel came the forming of I.O., or Interlace Option. I.O. is a counteractive measure to Whitechapel. They try to find aliens before Whitechapel Agents can intervene, hoping to protect any potential victims. I.O. works for the safety of not only humankind, but of alienkind. Unlike Whitechapel, they do not believe aliens are invading the earth, and that they are merely trying to coexist with humans, just as humans coexist with the rest of earth's inhabitants.

Detective Paisley investigated Whitechapel to the fullest extent he could, going so far as to speaking with fringe members of the group and questioning them and their decisions to work for such a bloodthirsty organization. After a few people defected over to Interlace Option, the leaders of Whitechapel took notice, investigating everything about and around Detective Paisley. They investigated his father, his mother, his wife, and most importantly his daughter, who had grown to resemble a young girl in a criminal sketch made during the year 1888 based off of the memory of the lead Detective of the Jack the Ripper case.

One shot to the head was all it took to wipe Detective Paisley out of existence and send I.O. into chaos. The death of founder of their group left them without a leader, and in fear for their own lives, I.O. has been constantly forced to move around the country, carrying with them their secrets with agents of Whitechapel hot on their trail.
